Following the retirement of Bus Vice President Calvin Studivant and the passing of Transportation Division Vice President John Whitaker, Alvy Hughes and Jamie Modesitt have been appointed to the SMART General Executive Council as general vice presidents.

Alvy Hughes was born in 1972. Hughes attended Chowan College and served in the Army National Guard from 1990 to 1998, beginning his transportation career with Charlotte Transit in 1995.

As a member of Local 1596 in Charlotte, N.C., Hughes has served as local vice president, secretary of General Committee of Adjustment GO TMM and general chairperson of General Committee of Adjustment GO TMM. He has also served as vice chairperson of the Association of General Chairpersons — District 3. He was elevated to the Board of Appeals in 2009.

On Oct. 1, 2014, he was elevated to the office of Transportation Division alternate vice president — bus — East by the Transportation Division Board of Directors. Five years later, he was elected to the office of vice president — bus at the second SMART Transportation Division Convention in Las Vegas on August 11, 2019.

Hughes and his wife, Lisa, reside in Charlotte, N.C., with their three children and one grandchild.

Jamie C. Modesitt, a member of Local 298 in Garrett, Indiana, was born July 1, 1974. He attended Ball State University in Muncie, Indiana, before beginning his railroad career with CSX Transportation on June 12, 2000. He holds the craft of conductor and engineer.

Modesitt was elected local chairperson of Local 298 in 2006, where he was responsible for serving approximately 200 members, and was re-elected by acclamation to that position in 2011. In 2011, Modesitt was elected secretary of CSXT/B&O General Committee GO 049 and was later elected by acclamation to a full-time position as 2nd vice general chairperson in 2012. He was later elected by acclamation to 1st vice general chairperson in 2014. Modesitt was elected general chairperson by acclamation in January 2018 and in January 2019 during the GO 049 Reconvening Meeting.

Modesitt served as delegate for Local 298 and attended UTU Conventions in 2007, 2011 and the first SMART-TD and General Conventions in 2014. He was selected by the board of directors to serve as the chairperson of the 2014 SMART-TD Constitution Committee. In addition, Modesitt was appointed an alternate member to the TD Executive Board by the board of directors on April 4, 2017, and was elevated to the Executive Board in January 2018.

Modesitt has served as general chairperson on one of the largest rail general committees in the country, representing thousands of members consisting of conductors, trainmen, yardmen, passenger conductors, passenger assistant conductors, hostlers, engineer trainees, engineers, trackmen, signalmen, carmen, machinists and locomotive electricians. He is considered an expert when it comes to Railway Labor Act (RLA) arbitration, with experience in well over 1,000 cases consisting of discipline cases and agreement rules, and has presented local chairperson workshops at SMART-TD Regional Meetings since 2015.

Modesitt was elected to the position of vice president by acclamation at the second SMART Transportation Division Convention, Aug. 11, 2019. He and his wife, Janelle, reside in Jacksonville, Florida.

Ray D. Reasons II was appointed SMART 11th General Vice President on August 1, 2023, following the retirement of Tim Carter.

Reasons began his career as an apprentice with Local 36 (St. Louis, Mo.) in 1994 and was initiated as a journeyperson in January of 2000. Throughout his career, Reasons has held various positions in the field and ran a sheet metal shop. During those years, he was also appointed to serve as a trustee of the general fund, a trustee of the JATC, as well as trustee of the local’s Health & Welfare, Pension, 401(k) and Vacation funds.

Starting in 2006, Reasons was elected to three consecutive terms as recording secretary for the executive board, and in 2015 he successfully ran for business representative. In 2018, he was elected president and business manager, and he serves as chair of the JATC and all benefit funds of Local 36.

Reasons has been married to his wife, Rebecca, for 24 years; they have two sons. His oldest son started his apprenticeship with Local 36 in November of 2022.

SMART Sixth General Vice President and Northwest Regional Council President Tim Carter retired on July 31, at the conclusion of the 2023 SMART Leadership Conference’s first day. He retires with a legacy of trailblazing success, having overseen extraordinary growth and progress in the Northwest: from welcoming the formation of women’s committees to new organizing across the region.

Carter started his apprenticeship in 1980 with Seattle Local 99 (which later merged to become Local 66). After his four-year schooling, he became a field foreperson for MacDonald Miller Facility Solutions, working on several major projects in the Puget Sound area.

With nearly two decades in leadership positions at Local 66, Carter was at the forefront of efforts to provide services and support for a diversifying sheet metal membership. Carter served as Local 66 business agent from 2002–2015, when he was elected by the Local 66 membership to serve as business manager.

From 2020 until his retirement, he served as the head of the Northwest Regional Council. Carter also served as secretary on the Northwest Sheet Metal Workers Pension, secretary on the Northwest Sheet Metal Workers Healthcare Trust, and chair of the Western Washington Sheet Metal Training & Apprenticeship Program.

Vice President John D. “J.D.” Whitaker III, whose vital and key roles in negotiating numerous contracts on the general committee and national levels that improved the lives of many SMART-TD rail members, passed away July 27, 2023, of cancer.

VP Whitaker was 50 years old.

“It is a tremendous loss for John’s family — his wife, Melissa, and their three sons — to his friends and to the SMART Transportation Division,” TD President Jeremy Ferguson said. “Brother John was a trusted and tireless leader for the membership and had an absolute passion about what he did for everyone we represent. Our hearts are broken and there is a great loss caused by his untimely passing. Yet the legacy he leaves behind is one of strength, bravery and accomplishment. The union would not be what it is today without his contributions.”

In his position as TD vice president, Brother Whitaker engaged in the National Rail Contract negotiations that began in November 2019, in addition to all his assignments for many of the TD general committees. He also proudly fulfilled his duties as a General Vice-President on the SMART General Executive Council (GEC).

“His absence leaves a profound void, for he dedicated his entire life to representing and advocating for the members he served,” SMART General President Michael Coleman said. “Throughout his career, he achieved remarkable success, always putting the well-being of those he represented above all else. Our hearts and thoughts are with his family as they navigate through this challenging period of loss.”

Brother Whitaker was born Nov. 16, 1972, and began his railroad career in 1997 with CSX Transportation as a conductor. He was promoted to engineer in 2002. A member of Local 1106 in Rocky Mount, N.C., he was elected to the position of local chairperson for engineers in 2002.

After gaining experience as local chairperson, he ran for vice general chairperson for CSX General Committee of Adjustment GO-851 and was elected effective January 2006. Whitaker maintained that position through March 2011, at which time he was elected general chairperson for GO-851 representing approximately 2,000 members on the former Seaboard Coast Line, CSX Transportation, Florida East Coast Railway, Winston-Salem Southbound Railway, High Point Thomasville & Benton Railroad, Georgia Railroad, South Carolina Public Railway Commission and South Carolina Central Railroad, covering six states.

In October 2013, Whitaker was appointed alternate to the TD executive board and was elected by delegates for another term in 2014. In December of that year, he was elevated to the position of Transportation Division alternate vice president. Whitaker was elected to the board of the SMART TD Association of General Chairpersons (Dist. 1) in 2016. He was then elevated to the position of vice president in April 2019, upon the retirement of Dave Wier and was elected by acclamation to that position at the Second Transportation Division Convention in August 2019.

Vice President Whitaker is survived by his wife, Melissa, and their three sons, Russel, Chase and Nick (Nicholas).

A celebration of VP Whitaker’s life is scheduled for 3 p.m. Friday, Aug. 18, 2023, at Plantation Oaks Farms, 45460 Hodges Road, Callahan, FL 321011.
